A major incident has been set up following the crash, which happened at platform six at the Devon railway station and has left two train carriages seriously damaged.
Paramedics, fire crews and police are on the scene, and the drama has caused significant disruption to rail services in the south west.
Four passengers have been rushed to nearby Derriford Hospital, Plymouth, with potentially serious injuries.
Most of the casualties are 'walking wounded' and none of the injuries are thought to be life-threatening at this stage, though police said this may change.

At least 19 people have been injured after two trains crashed into each other at a railway station.

An air ambulance has landed at the scene, where four fire crews and many more ambulances are also in attendance.
Fire rescuers helped paramedics and other emergency workers to provide first aid and administer oxygen to the injured.
One passenger, mum-of-three Vicki Gardner, reported that people were "thrown around" when one train ran into the back of a second.
Inspector Ian Milligan, of Devon and Cornwall Police, said the collision was a low-impact crash between a stationary train and a moving one.
Both vehicles involved were passenger trains - one was a Great Western Railway train and the other was a local carrier.
Inspector Milligan said: "There are no reports of any life-threatening or life-changing injuries at this stage.
"Approximately 19 or 20 people have been assessed with minor injuries. There are at least 19 casualties in total.
"The majority of people are safe and well and the railway station remains open."
