HR Coordinator (L&D, Partnership, Administration) at the Norwegian Refugee Council (NRC)

 The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.

Job Title: HR Coordinator (L&D, Partnership, Administration)

Grade Level:  Grade 7 in NRC's grading structure.
Reporting line:  HR & Admin Manager

Job Description

  • We are looking for people who are passionate about helping refugees and people forced to flee. 
  • If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate  HR Coordinator to join our team in Abuja, Federal Capital Territory. 
  • The HR Coordinator is responsible for supporting the strategic delivery of HR functions across NRC Nigeria, with a primary focus on Learning and Development (L&D), HR support for partnership projects, recruitment, and administration.
  • The role will oversee HR processes related to NRC’s partnerships, ensuring full compliance with donor regulations and national labour laws.

Specific Responsibilities 
Recruitment and HR Administration:

  • Manage end-to-end recruitment and onboarding processes in compliance with NRC policies, including position validation, job postings, candidate selection, and offer finalization.
  • Assist in the process of issuing and renewing national employment contracts.
  • Work closely with the HR Coordinator counterpart to process the monthly payroll by ensuring accurate validation of staff data (contracts, step progression, allowances, deductions), timely input into NRC People and the Master Payroll, verification of payroll comparison and collaboration with the Finance Department to ensure salaries are processed accurately and in line with internal controls 
  • Provide support in the digitalization and reorganization of employees’ records across all locations by ensuring proper use of the Filing Tree for uploading documents, standardizing physical file structures, verifying completeness and accurate classification

Learning and Development:

  • Responsible for the coordination and conducting NRC Ways induction courses according to set timelines for all staff in Nigeria in close coordination with NRC Way Trainers in the different field offices.
  • Lead the implementation of the Annual Learning and Development Plan, ensuring alignment with global priorities and active engagement of managers to enhance staff capacity
  •  Support the strengthening of NRC’s Performance Management system by training line managers and staff on the process and effective use of the tools available in NRC People

Partnership Engagement and Support:

  • Participate in due diligence visits with the partnership unit and support teams to assess core HR standards, including job descriptions, recruitment, code of conduct, terms of employment, and salary structure, to ensure alignment with NRC standards and donors’ requirements     
  • Design and deliver HR and L&D training sessions for partner organizations, including NRC Ways, performance management, and leadership development.
  • Monitor and evaluate partner HR practices and learning initiatives, providing feedback and recommendations.
  • Maintain documentation and reports on partner HR capacity-building efforts and lessons learned.
  • Review HR-related documentation from partners (e.g., staffing tables, salary scales, HR budgets) to ensure alignment with NRC standards and the Partnership Implementation Agreement (PIA) and provide additional inputs if needed.
  • Lead partners’ onboarding and communicate key HR requirements.
  • Collaborate with the Partnerships Unit to assess partner HR capacity and identify training needs.

Administration and Liaison Management:
In close collaboration with the Administration and Liaison Officer:

  • Supervise the administrative management of international staff, including monitoring visa validity, processing and renewing CERPAC, and liaising with authorities (Immigration Office, Ministries) to obtain the necessary travel documents and permits required for NRC to operate in the country.
  • Oversee housing arrangements for international staff and visitors.
  • Supervise administrative services related to premises and service providers, including managing lease agreements, tracking invoices (rent, commercial flights, hotel bookings, telephone bills), and ensuring regular maintenance of buildings
  • Supervise the work of cleaners 

Qualifications
Generic professional competencies: 

  • Minimum of a Bachelor's Degree in Human Resources Management or any other relevant discipline related to Learning and Development
  • Minimum of 2 years of experience in delivering Learning and Development programme and organizational learning and development
  • Experience in delivering training and personally facilitating some
  • Ability to coordinate and work well with senior Managers
  • Knowledge of online web-based learning and Development
  • Experience in a learning and development role
  • Fluency in English, written and verbal.
  • Excellent interpersonal and people skills, 
  • Conflict resolution
  • Capacity to systematically enquire and to analyze trends in learning and development needs across the country

Context/ Specific skills, knowledge and experience: 

  • Good university degree from a reputable university
  • Fluency in English, both written and verbal
  • High-level competence in computer skills (Microsoft Office Applications)
  • Partnership management experience is desirable.
  • Knowledge about own leadership skills/profile
  • Documented results related to the position’s responsibilities
